Correction:
Due to a reporting error, the December 2003/January 2004 article "Looking to Learn: Models of Regional Governance" mistakenly reported that an ABAG executive director had embezzled funds in the early years of the organization. The embezzlement was actually done by another employee. The Monitor regrets the error.
